sounds like hording, she needs to ONLY help those she can affort to and not go into dept. it is unrealistic to think she can save them ALL. And I volunteer at orange County animal services and we get most adopted, so please spread the word. We are NOT a bad place. Or bring some to SPCA as owner surrender. And inlist rescue groups that are more funded. I do kknow people that do this on their own but they do ONLY what they can afford.
