Sorry, maybe it's conditioning (e.g. CraigsList killer), but this sounds like a recipe for disaster. Yeah, I believe most people are good, wholesome people, just doing their best to enjoy life, but there are lots of loonies out there, too, and somehow this feels like something that would attract them.

The headline reads "...America's First PUBLIC Food Forest" which means that it is FREE to the public, so yes sounds diferent than the ones you describe in NE. Indigenous inhabitants tended sustainable food/medicinal forests for millenia (which europeans mistakenly thought were wild and worthless) wich permaculture recognizes as a major philisophical influence.
