I believe VISA didn't put much burden on me because they were milking the people who get into debt, due to the temptation of initially free money, with horrific interest rates ~25%+ The potential of this chaordic structure is to be a cancer eating at society when, as the article suggests, it could have been just a wonderful enabler.
